How Richmond Arrests Work
Richmond is the seat of Madison County. It is also the county's largest city. The 2020 Census counted 34,585 residents, per the Census Richmond profile. Richmond Police handle city calls. But they are not the only arresting agency. The Madison County Sheriff's Office, Kentucky State Police, and probation and parole officers can all create an arrest record. Each agency holds its own incident report.
Booking happens at Madison County Detention Center. Staff record identity, alleged charges, booking time, bond, and custody status. Because of that county step, a Richmond Police arrest may appear on the official Madison County Inmate Inquiry rather than a city webpage. The police site offers no public roster, blotter, or mugshot page. For custody, check the county. For the city incident, get the police report.
Where Richmond Arrests Get Published
No source answers every Richmond arrest question. Each was built for a different task. The county portal shows people booked into the detention center, sometimes with a photo. Richmond Police hold their own agency reports. The county's daily and multi-day pages help you narrow a time window. Court records track the case and its final result.
| Channel | What it covers | Photo status | Authority |
|---|---|---|---|
| Madison County Inmate Inquiry | Current county custody and booking details | May display a booking image | Official county source |
| Richmond Police records | RPD incident and arrest reports | Ask whether an image is maintained and releasable | Official city source |
| Daily Arrest Report | How to check a same-day booking window | Depends on the county portal record | Routes to official sources |
| Weekly Arrest Log | How to check a wider date range | Depends on the source | Routes to official sources |
| News and county aggregators | Selected stories or copied county entries | Story or profile dependent | Unofficial and possibly stale |
The roster is not a complete Richmond police log. Names go missing for simple reasons. Intake at another facility, pending data entry, or release from custody can all keep someone off a current list. A news story only covers what an editor picked. Verify names, dates, custody, and charges with the office that made the arrest.
Find Someone Arrested in Richmond
Ask the narrowest question first. Are you confirming present custody, hunting a new booking, or seeking Richmond Police's account? Or are you tracking a court case? A name on the county roster shows a jail booking. It is not a final result. Released people drop off the in-custody list, though agency and court records still stand.
- Check the county Inmate Inquiry by name. Review booking date, booking number, custody state, arresting agency, charges, bond, and any available image.
- For a booking from today, use the date-window method described in the Daily Arrest Report. For several days, use the Weekly Arrest Log.
- If Richmond Police is listed as arresting agency, contact RPD for the incident or arrest report. Give a precise name, incident date, and known report number.
- Ask Madison County Detention Center about the jail-created booking sheet or custody question. Do not treat the city and jail as the same custodian.
- Use the Madison County court directory to reach the clerk for filed charges and disposition.
Need notice of a release or transfer? Kentucky runs a custody-notification service, and the VINELink Inmate Check page explains it. That tool is not the Richmond city app. The city app carries municipal news and complaint tools, not a jail search, mugshot feed, or booking alerts.
Richmond Arrest Records Requests
For an RPD report, use the city's written-request process. The Richmond open-records page cites Kentucky's open-records law, KRS 61.870 and the sections after it. The city must make a determination within five business days. That clock covers the response decision only. A custodian may still need to locate the record and apply lawful redactions.
Paper copies cost ten cents per page. Electronic files on CD or USB run about $10. Name the document you want, such as an incident report or arrest citation. Ask for a booking photo as a separate item. RPD may not hold it. The detention center often keeps intake photos instead. Keeping requests separate keeps a jail question from landing at city hall.
| Richmond request item | Published detail |

| Request format | Written request |
| Determination | Within five business days |

Richmond Record Fees Stay Separate
Fees depend on which office holds the record. Richmond's ten-cent paper rate and roughly $10 electronic fee apply only to the city process. Madison County sets its own terms. Kentucky State Police run a separate channel. It sets its own schedule. Treat none of these as a universal Madison County price. The city records page shown here is the controlling Richmond source for current instructions.
The page records Richmond's route, response terms, and copy fees. Check those terms again before filing.
Describe the record clearly. Give the full name, the rough incident date, the location, the arresting unit, and any case or report number. Skip broad requests. One incident should mean one request. A focused ask routes faster. It also clarifies whether the city, jail, sheriff, or court is the custodian.
Richmond Municipal App Limits
Richmond does offer an official city app. Its job is potholes, news, and service complaints. The city makes no claim that it searches inmates or posts booking photos. It sends no arrest notices either. So treat it as a civic tool rather than a jail lookup.
Custody questions have better routes. Inmate Inquiry shows who is in county custody. Kentucky VINE sends status alerts. Richmond police reports go through the city records process. Each channel answers a different question, even when they all point to the same arrest event.
Note: the city app is a service tool, not a custody status or arrest record source.
Richmond News and Archives
The Richmond Register is the main paper for Richmond and Madison County. LEX 18 crime coverage adds regional cases. Editors choose which arrests to cover. Neither outlet runs a full daily booking feed. A story may show an agency-supplied photo, so check the credit on that page.
Private sites take a broader approach. RecentlyBooked, Arrests.org, and Mugshots Zone often name Richmond Police as the arresting agency. These are private publishers, not RPD, MCDC, or the courts. Their dates, charges, images, and custody claims may be copied, delayed, or stale. Treat their listings as leads, never proof that someone remains in custody.
No booking-photo gallery appears on this page. Follow each record to its government source. The court file settles the outcome, so if a private entry conflicts with the official arrest record, request a correction through the publisher's no-cost contact channel and the agency that made the record. Paid removal services are not endorsed.
After a Richmond Booking
A booking in Richmond can go several ways. Some people are released quickly. Others face bond, arraignment, transfer, or continued custody. Arraignment is the first court date, where charges and rights are addressed. Bond is a court-set condition for release. The roster shifts the moment custody changes. Incident reports and court cases move on their own timelines.
The county-wide Madison County recent arrests resource walks through booking records, rosters, and booking-photo law. It also covers warrants and records requests. Richmond and Berea Recent Arrests share one county booking system. Their police reports stay with separate city departments. Match each request to the agency that holds the document.
